“The system is irrational,”
Says Sheila Rappaport.
“When funding and requirements
Are constantly athwart.”

And how much should the state chip in?
Judge Sheila doesn’t say.
Apparently what’s rational
The judge cannot purvey.

The question that needs asking of
Judge Sheila Rappaport:
What other legislative act
Was ever passed but short?

Apparently she hasn’t heard
About Obamacare,
Which passed with legislative tricks
And funds from who knows where.

So if the measure of a law
Is logic, brains or sense,
Let overturning recent law
Without delay commence.

For as our country’s history
Abundantly displays,
We’ve rarely used a lick of sense
Since Rutherford B. Hayes.
